The previous Kakamega County Assembly under the leadership of Speaker Morris Indakwa left office at a time when some audit queries were unsettled. According to an independent confidential report, an amount of Ksh. 3,525,200 was paid to Members of County Assembly and staff for a nonexistent foreign travel.
Supporting documents for the foreign travel such as letters of invitation, authority by accounting officer to travel, stamped passports, boarding passes and back to office reports are missing. It clearly indicates that some of the members pocketed the money but did not travel.
It was also discovered that an amount of Ksh. 6,998,070 was paid in respect of Members of the County Assembly and staff medical cover. However, the County Assembly paid a hospital bill of Ksh.1, 708,154 for a member of the County Assembly who was a beneficiary of the medical cover. No explanation was provided why the expenditure was not met through the staff medical insurance cover and who approved such fictitious and unlawful payment.
Consequently, the County Assembly was in breach of law and the money should be recovered from the beneficiary. Further, the County Assembly incurred expenditure of Ksh. 1,980,677 on procurement ofICT equipment. However, the ICT equipment could not be traced during physical verification. The county did not provide explanations on the whereabouts of the equipment.
