Rarieda MP Otiende Amolo is a man under siege after the Auditor General revealed malpractices in the management of NGCDF. According to the report, there was an irregular expenditure on bursary funds of Ksh.41, 206,359.
The report reveals that an amount of Ksh.27, 955,959 was for secondary schools, Ksh. 5,003,340 for tertiary and Ksh.427, 000 special schools. During the audit, the Management Committee failed to produce minutes of how needy students were identified and acknowledgement letters from respective schools.
The report further reveals that a sample of 36 schools picked to confirm whether the cheques were cleared from the bank statements revealed that the cheques in question were not drawn in favour of the schools indicated on the bursary schedule, instead, cheques totalling Ksh. 5,860,322 were drawn in favour of other payees in different values or denominations.
Further, the bursary payment schedule amounting to Ksh. 5,000,000 was raised however the cheque drawn for the expenditures amounted to Ksh. 5,860,322 resulting in unexplained overpayment amounting to Ksh. 860,322. In the circumstances, the validity, regularity and accuracy of the expenditure on transfers to other government units amounting to Ksh. 41,206,359 could not be confirmed.
The matter raise political heat in the run-up to the last general election where three voters from Rarieda went to court and filed a petition at the High Court in Milimani claiming that there has been looting of public funds in Rarienda Constituency, inconsistencies in accounting for the funds and unsupported withdrawals made from the CDF account.
In addition, the petitioners have made claims of irregular and unclear award of a tender for the construction of an administration block in the Constituency. The applicants stated that Mr Otiende is not fit to hold a public office because of the looting of public funds in Rarieda Constituency under his watch to enrich himself, inconsistencies in accounting for public funds in Rarieda constituency, unsupported withdrawals made from the CDF account under his watch and express authority, loss of money and irregular expenditure in Rarienda constituency and irregular and unclear award of tender for the construction of the administration block in the constituency.
