The Kenya National Union of Teachers (KNUT) has once again demanded that the Early Childhood Education functions be transferred from the county governments to the Teachers Service Commission (TSC).
But the governors in a quick rejoinder dismissed the calls saying ECD shall remain under their management. A section of KNUT officials has reminded the governors to read Article 237 of the Constitution which mandates TSC recruit, deploy, remunerate, promote and discipline all registered teachers in public schools.
KNUT maintains that county governments should only be in control of the ECDE ‘facilities’ and ‘support’ staff as per the TSC Act, which identifies TSC as the only institution responsible for the registration of trained teachers in Kenya. KNUT officials claim that county governments are employing ECD teachers discriminatively and are poorly paid. Sources say counties are underpaying ECDE teachers, with those with diplomas earning Ksh. 12,000 maximum in what has demoralized them over the years.
KNUT further claims that counties are constrained by the demands to employ ECDE teachers under permanent and pensionable terms and the morale of the teachers is very low as a result of the poor terms and conditions they are working under.
