Azimio Plans To Re-Introduce Assistant Ministers’ Post In New Deal With William Ruto

The Azimio leadership has issued what one insider teamed as a non-reducible bare minimum ahead of the planned talks between President William Ruto’ds side and that of Raila Odinga.  The Weekly Vision has gathered that the team President Ruto has entrusted with the ongoing talks are Interior Cabinet Secretary Kithure Kindiki, his Transport counterpart Kipchumba Murkomen and Kericho Senator Aaron Cheruiyot, while the Azimio side will be led by Narc-Kenya leader Martha Karua and Wiper leader Kalonzo Musyoka, a third person will be named soon.

It is against this background that Azimio is now pushing for the abolishment of the CAS positions and the re-introduction of the position of Assistant Cabinet Secretaries. Already, the Law Society of Kenya and the Katiba Institute have served President Ruto with orders barring his 50 Cabinet Assistant Secretaries (CASs) from assuming office.

According to Azimio, the matter needs a constitutional amendment either through a referendum or through parliament. Once entrenched in the constitution, the assistant ministers shall be appointed by the president. Azimio hopes that once in agreement, Ruto will donate some positions to the opposition with Azimio forwarding the names.

Once appointed, the Assistant Ministers would be responsible for helping the Cabinet Secretary to better coordinate the running of the affairs of their respective ministries.Sources say Azimio has two proposals for the appointment of Assistant Ministers. One is to have them appointed amongst sitting MPs and another proposal is to have them appointed by non-elected members of parliament. Whichever the case, Azimio’s big game plan is to have the CAS positions abolished and replaced by Assistant Minister. If this goes through, the opposition will have the opportunity to name shadow assistant ministers paid by the exchequer.
