A senior officer at the Independent Electoral and Boundaries Commission (IEBC) has been arrested for securing employment using fraudulent academic certificates over a span of 12 years. Caroline Sabiri Manyange, the Manager for Boundaries Delimitation, is facing charges from the Ethics and Anti-Corruption Commission (EACC) for forging her credentials.
EACC Spokesperson Eric Ngumbi confirmed that Manyange was arrested at her home in Nairobi West on Monday and is currently being processed at the EACC Integrity Centre Police Station before appearing in court.
Investigations revealed that Manyange forged a Master of Arts in Population Studies degree, falsely claiming it was issued by the University of Nairobi on May 9, 2004. She used this fake qualification to secure a promotion at IEBC, leading to total earnings and benefits exceeding Ksh 37 million, which the EACC classifies as fraudulent acquisition of public property.
Ngumbi stated that the Director of Public Prosecutions (DPP) has endorsed EACC’s recommendation to charge Manyange with forgery under sections 345 and 349 of the Penal Code. She will also face charges for presenting a false document under section 353.
In addition to the criminal charges, Ngumbi indicated that the EACC intends to pursue civil proceedings to recover the over Ksh 37 million in salaries and benefits accrued through her fraudulent qualifications.
