Jubilee Party Alleges Secret State House Control Over IEBC, Demands Immediate Overhaul

The Jubilee Party has renewed its confrontation with the Independent Electoral and Boundaries Commission (IEBC) Secretariat, led by Chief Executive Officer Marjan Hussein Marjan, alleging it is operating in close coordination with State House. 

Addressing a press conference yesterday, Jubilee Secretary General Jeremiah Kioni accused the Secretariat of proceeding with the procurement of electoral materials despite the Commission not being reconstituted. 

“It’s unfortunate that while we are waiting for commissioners to assume office, IEBC is already procuring,” Kioni stated, reiterating concerns over premature procurement activities under Marjan’s leadership. 

He further alleged that Marjan, along with former IEBC Commissioner Prof. Abdi Guliye, is conducting IEBC affairs from State House, raising questions about the Commission’s independence. 

Kioni demanded the swift reconstitution of the IEBC, citing additional concerns over delays in the issuance of ID cards, voter registration, and civic education—issues he warned could create a crisis ahead of the 2027 general election. 

During a visit to Nyandarua on Tuesday, Kioni claimed to have heard reports that citizens seeking ID cards were being directed to Eldoret, where a processing machine is operational. “That’s why we want the ID issuance process expedited so that these issues can be addressed together,” he said. 

He also called on Kenyans to actively scrutinize and vet the new commissioners, expressing doubts over the credibility of the IEBC selection panel. Kioni singled out Azimio’s nominee, Adams Oloo, who now works at State House, as evidence that the panel is compromised. 

“Clearly, this panel is already partisan. It is unlikely to give Kenyans an IEBC that represents the interests of all,” he stated. “They are likely to select individuals who serve the interests of William Samoei Ruto. It’s essentially a Ruto panel.” 

Kioni further alleged that the 2022 election rigging was not executed by commissioners but by IEBC employees, reinforcing Jubilee’s demand for a complete overhaul of the Secretariat.
