On 16 June, Justice Heston Nyaga Mbogo issued a High Court conservatory order barring the County Assembly from admitting, processing, or debating an impeachment motion against Guyo, pending a full hearing. The court deemed Guyo’s application urgent, ordering that all respondents, including the County Assembly and Speaker Mohamed Roba, be served by 17 June, with further directions set for 30 June 2025

A wave of confusion and tension has gripped Isiolo County following conflicting reports about the alleged impeachment of Governor Abdi Ibrahim Hassan Guyo. On Thursday, social media platforms were abuzz with claims that the County Assembly had voted to oust the embattled governor, only for the Assembly Clerk to dismiss these reports as “politically motivated misinformation swiftly.” The unfolding drama has deepened political divisions in the county.
The saga began on 10 June 2025, when Sericho Ward MCA Abubakar Godana tabled a motion to impeach Governor Guyo, citing allegations of gross misconduct, abuse of office, and violation of constitutional and legal provisions.
The motion accused the governor of overseeing stalled development projects, failing to meet county revenue targets, and mismanaging appointments, including the hiring of 36 advisors, far exceeding the limit of four set by the Salaries and Remuneration Commission, and 31 chief officers, despite Isiolo’s limited budget allocation. Additionally, Guyo faced criticism for allegedly making derogatory remarks against Isiolo Senator Fatuma Dullo during Madaraka Day celebrations, which MCAs claimed violated Chapter Six of the Constitution and the Protection Against Domestic Violence Act of 2015.
The motion initially garnered near-unanimous support, with 17 of the 18 MCAs backing it, including some of Guyo’s allies, reflecting the depth of discontent within the County Assembly. Plans were set for public participation forums on 18 June and a debate on 20 June to deliberate on the governor’s fate. However, the process was halted by a High Court conservatory order issued on 16 June by Justice Heston Nyaga Mbogo, which barred the County Assembly from admitting, processing, or debating the impeachment motion pending a full hearing. The court certified Guyo’s application as urgent, directing that all respondents, including the County Assembly and Speaker Mohamed Roba, be served by June 17, with further directions scheduled for June 30, 2025.
