Governor Guyo, however, denied the appointments during a recent appearance before the Senate Public Accounts Committee, chaired by Homa Bay Senator Moses Kajwang’.
The County Assembly alleges that the governor failed to meet revenue collection targets, stalled major development projects, and breached employment protocols by selectively renewing contracts for just five of the 20 Chief Officers whose terms had expired. He is further faulted for issuing short-term, two-year contracts to key staff, creating a climate of fear and administrative instability.
“These actions are in violation of Chapter Six of the Constitution, the Leadership and Integrity Act, and the Public Officers’ Ethics Act, all of which demand transparency, accountability, and adherence to the rule of law,” said Godana while tabling the motion. The Assembly insists the governor ignored a formal invitation to appear before them to defend himself, opting instead to challenge the process in court.
On 17th June 2025, High Court Judge Justice Heston Nyaga certified the matter as urgent and issued an order barring the County Assembly from admitting, debating, or processing the impeachment motion until the case is heard and determined. Despite the court order, the Assembly relocated its sittings to Nakuru and subsequently to Machakos amid accusations of political interference aimed at thwarting the motion. Parliament, especially the Senate, has maintained that judicial interventions should not curtail its constitutional oversight role, arguing that court action should follow, not interrupt, legislative processes.
In a further twist, political tension in Isiolo escalated with the suspension of County Assembly Clerk Salad Boru Guracha, who was accused of cancelling a public participation forum linked to the impeachment proceedings. Guracha has since been reinstated by the Employment and Labour Relations Court in Nyeri, pending the conclusion of the matter. This is not the first clash between Governor Guyo and the Senate.
Last year, the Senate Public Accounts Committee fined him KSh 500,000 for failing to appear before it during an inspection of equipment at the Isiolo County Referral Hospital. The committee also requested the Inspector General of Police to arrest and compel the governor to attend a subsequent session to respond to audit queries.
The County Assembly’s resolution to remove Governor Guyo was officially received by the Office of the Senate Speaker on 27th June 2025. In response, Speaker Amason Kingi issued a Gazette Notice summoning senators to a special sitting scheduled for Tuesday at 10:00 a.m. in the Senate Chambers. During the sitting, the Senate will deliberate on whether to uphold or overturn the impeachment. Procedurally, it may choose to constitute an 11-member Special Committee to investigate the charges or proceed with a full plenary hearing.
Also on the Senate’s agenda will be the Mediation Committee’s report on the Division of Revenue Bill, 2025 (National Assembly Bills No. 10 of 2025), and the adoption of the revised version of the bill. As the impeachment saga unfolds, the nation watches closely.
The outcome could set a critical precedent for how the law balances judicial authority, devolution, and legislative oversight in Kenya’s evolving democratic framework.
