It is exactly one year now since Johnson Sakaja assumed the reigns of power at City Hall as Governor but his performance in terms of service delivery has been criticized by many who claim that he has fallen short of expectations.
To avoid scrutiny from the public, governor Sakaja has resorted to handling daily operations of the affairs county from private offices accessible only by his inner circle. The governor is also facing accusations regarding his lavish lifestyle at the expense of the struggling Nairobian. Investigations reveal that the governor continues to showcase his greed and appetite by spending lavishly on himself and his cronies while over 75% of city residents cannot afford a decent meal.

Sakaja’s Riverside Office is located within a building owned by Prime Cabinet Secretary Musalia Mudavadi. Sources say the rent is fully paid for by Nairobi taxes. This office serves as his economic and Trade Bureau and is fully funded through the Office of the Governor’s kitty under the leadership of one, Liz. It is here where purported investors are hosted.
The Lavington Offices is located at a building also owned by Mudavadi. It is the same building that Sakaja used as his campaign secretariat during the campaigns. It is equally fully paid for by the residents of Nairobi. This office is the Throne of Power and Might where all major meetings by the governor are held, including Cabinet meetings. It is run by one David Njoroge who was in the news recently for attempting to grab a piece of land in Parkland by generating a fake title deed.
To help him run the two extra offices are his Chief of Staff David Njoroge, Chief Officer Governor’s Office Priscilla Mahinda and Chief Officer, Mobility Boniface Nyamu and one ‘Fazul’ whose real name is William Ndung’u. We have also established that the husband (name withheld) of the Chief Officer in the Governor’s Office, is among those employed irregularly earning a considerable salary.
According to unconfirmed reports from City Hall, Priscilla Mahinda is so powerful that she has become a law unto herself and a terror at City Hall. The joke at City Hall is that if you cross her path, you are likely to lose your job or face disciplinary action from the governor.
Investigations also reveal that low cadre jobs like city inspectorate and cleanings are sold at between Ksh. 50,000-Ksh. 200,000. Several other career City Hall staffers are stuck in their career path since promotions cannot be approved minus bribes which range between Ksh. 300,000 and Ksh. 1m, corruption at City Hall borders on abuse of office.
‘Fazul’ or Ndung’u is feared and dreaded in equal measure. He is Mr Fix It for the governor; his main job is to deal with politicians. During the recent Azimio demos, he is the one sent by the governor to coordinate the release of Majority Leader Imwatok of ODM. The governor has a silent MoU with ODM MCAs who are the majority in the County Assembly, he has even appointed several ODM members to his office as CEC or COs. ‘Fazul’ has been with Sakaja since his heyday as Senator of Nairobi.
