Public Service Cabinet Secretary Justin Muturi has ignited a political firestorm by publicly criticizing President William Ruto’s administration, accusing it of fostering a culture of fear through abductions and extrajudicial killings. Muturi, a once-loyal Kenya Kwanza ally, now finds himself at odds with his boss and on the brink of exiting the Cabinet. 

At a press briefing in Nairobi on Sunday, the former Attorney General took a defiant stance, disregarding the principle of collective responsibility to challenge the government he serves. His remarks, advocating for a national debate on the controversial issue of abductions, have fueled speculation of a fallout with the Kenya Kwanza leadership. Muturi called on the administration to uphold democracy and ensure every Kenyan “lives freely without fear,” in what appeared to be a thinly veiled rebuke of Ruto’s governance. 

“If youths have issues with the government that they want to raise, let us allow them to do so because that is what democracy is all about. We are a democratic country,” Muturi said. 

A political analyst who spoke to The Weekly Vision branded Muturi a “turncoat,” citing his history of opportunistic alliances, including his 2022 defection from then-President Uhuru Kenyatta’s camp to then-Deputy President William Ruto’s wing. Analysts argue that Muturi’s exit could benefit President Ruto by creating another center of power away from that of ex- Deputy President Rigathi Gachagua, consolidating power within Mount Kenya in Ruto’s hands, which is currently dominated by Gachagua.
