Kiminini Member of Parliament Maurice Kakai Bisau is facing mounting criticism after an audit by Auditor General Nancy Gathungu exposed serious concerns over financial mismanagement in the National Government Constituency Development Fund (NG-CDF). The audit report, now in public circulation, highlights critical issues, including poor record-keeping, incomplete financial reporting, and mismanagement of contracts.
“The management team appears to have failed to provide crucial audit documents within the required timeframe, while procurement records have reportedly been misplaced or inaccurately documented, exposing the fund to potential misuse,” reads part of the report. The audit further accuses the MP’s leadership of violating public finance management protocols, leaving public funds vulnerable to looting and misuse.
Financial experts have called for urgent reforms, emphasizing the need for the NG-CDF board under Bisau’s leadership to enforce proper financial reporting standards. They recommend capacity-building initiatives, including training by the Public Sector Accounting Standards Board (PSASB), to address gaps in financial accountability.
“Without swift intervention, the fund risks continued mismanagement, which undermines the constituency’s development,” warned a financial expert familiar with the matter. Adding to the controversy, residents have criticized Bisau for allegedly opposing key development projects, including the proposed construction of a university in Trans Nzoia County. The MP reportedly opposed the initiative through a WhatsApp group, claiming it would disrupt healthcare services.
“As much as I support having our own university in Trans Nzoia, we shouldn’t mutilate a district hospital to create one. Our county health system has collapsed, and instead of fixing it, the destruction continues,” Bisau allegedly stated.
However, these claims have been debunked, as the county government has reportedly made significant strides in improving healthcare infrastructure. Critics argue that Trans Nzoia County urgently needs a university, as students currently rely on institutions in neighbouring counties.
Efforts to reach MP Bisau for comment were unsuccessful, leaving unanswered questions about the audit findings and his stance on the university project. As public pressure mounts, the MP’s leadership and accountability remain under intense scrutiny. Residents have even threatened to vote him out in the next election if he fails to address the pressing concerns.
