In a newly released report covering the first six months of the 2024/2025 financial year, the Controller of Budget, Margaret Nyakang’o, has revealed widespread delays in project implementation across various State agencies. The report calls for urgent intervention to address these challenges and expedite the completion of critical multi-year projects that are lagging behind their target timelines.
The report states: “Measures should be taken to address the projects’ implementation challenges by State agencies with a view to fast-tracking the completion of all the affected multi-year projects whose completion rates are behind the target timelines.”
Among the affected entities is the National Police Service, which has been allocated substantial funds for various infrastructural projects. However, due to administrative and logistical challenges, including the lack of title deeds for certain sites, the allocated funds remained unutilised, resulting in the stalling of several projects.
One of the key projects facing delays is the construction of sub-county police headquarters in Kisumu West, a Sh10 billion project being undertaken by the National Government Constituencies Development Fund. The project has yet to make significant progress due to various administrative and logistical challenges. Additionally, three other projects, each valued at Sh10 billion, have stalled due to the lack of title deeds for the land earmarked for their development. Without proper documentation, these projects cannot proceed, further compounding the backlog of pending infrastructure.
The report stresses the need for immediate intervention, recommending the fast-tracking of title deed acquisitions to ensure the projects are completed by the end of FY 2024/25 as originally planned, though significant delays may necessitate revised timelines or exceptional efforts. It states: “We recommend fast-tracking the acquisition of the title deeds to ensure the projects are completed by the end of FY 2024/25 as projected.”
The delays highlighted in the report underscore the critical need for improved coordination between government agencies, streamlined administrative processes, and proactive measures to prevent bureaucratic obstacles from hindering national development. As stakeholders push for more efficient project execution, it remains to be seen whether the government will take decisive action to rectify the situation and meet the projected timelines.
