KeRRA Boss Faces Ouster: Petition Links CEO to Violent Protest Funding

A petition has been filed at the High Court in Nairobi seeking the removal of Philemon Kandie, Director General and Chief Executive Officer of the Kenya Rural Roads Authority (KeRRA), over allegations that he financed and coordinated violent, politically motivated protests across Kenya in June 2025.

The petitioner, Wahome Mucunu, who describes herself as a concerned citizen and advocate for constitutional governance, alleges that Kandie misused his position to funnel state funds through shell companies and KeRRA-linked contractors to support a campaign purportedly spearheaded by former Deputy President Rigathi Gachagua.

According to the court documents, the protests resulted in widespread violence, property destruction, disruption of public services, economic sabotage, injuries, and loss of life. Mucunu argues that these events, though presented as political dissent, were criminal operations that undermined national peace and cohesion. “The demonstrations were not peaceful.

They involved storming public buildings, looting businesses, attacking law enforcement, and inciting ethnic tensions,” the petition states. “All this was made possible through illicit financing directly tied to the Respondent’s office.”Mucunu further claims that intelligence and investigative reports link procurement accounts and logistical support for the violent groups to entities associated with Kandie, who remains a serving public officer drawing a taxpayer-funded salary.

The petition accuses Kandie of violating multiple constitutional provisions, including abuse of office, breach of public trust, misuse of public resources, and failure to uphold national values under Chapter Six of the Constitution. The petition seeks several court orders, including a declaration that Kandie has violated the Constitution and committed gross misconduct, as well as a permanent injunction barring him from holding any public office.

Additionally, Mucunu requests orders compelling the Ethics and Anti-Corruption Commission (EACC) to investigate the alleged misuse of KeRRA funds, the Directorate of Criminal Investigations (DCI) to initiate criminal proceedings against Kandie for funding unrest, and the National Cohesion and Integration Commission (NCIC) to probe his alleged role in ethnic incitement.

Mucunu insists that Kandie should be held personally liable for the economic and human toll caused by the unrest, emphasising that public servants must uphold the highest standards of integrity and accountability. “The Respondent’s actions are not only unconstitutional but also dangerous and destabilizing. They threaten national unity and erode public confidence in governance,” the petition states.
