Lobbying for the post of a substantive County Assembly Clerk in Siaya County is in top gear, as the acting Clerk Eric Ogenga is rumored to have fallen out with Speaker George Okode, his chances are there for slim. Mr Ogenga has been the acting speaker since 2019 when then Clerk Felix Olwero was kicked out by the MCAs for allegedly embezzling county funds. Sources told The Weekly Vision that there have been fresh attempts to appoint a substantive Clerk through a competitive process conducted by the County Assembly Public Service Board, a similar attempt failed during the last Assembly.
The matter has since come up again with a section of MCAs pushing for Mr Ogenga’s removal saying he has also been involved in some shoddy deals as was exposed by the Auditor General. It is alleged that Ogenga who was a close ally to the speaker has since fallen out with the Speaker and is now being considered a close ally to Governor James Orengo.
The MCAs are now demanding that Ogenga by being the acting clerk and the Chief Administrative Officer of the County Assembly responsible for the day-to-day management of the County Assembly should respond to audit queries which are now tainting the image of the assembly.

Further, no official receipts were provided acknowledging the payment. Consequently, the accuracy and propriety of the expenditure for the year ended 30 June 2020 could not be confirmed. The report further reveals that Ksh. 336,000 was paid as per diems to some MCAs and staff said to be outside their workstations. However, no evidence was provided to show that the officers travelled for an oversight function in Kisumu between the 27th to 29th of April, 2020.
