The governor of Kirinyaga County Ann Waiguru is facing yet another corruption storm over reports that her administration was involved in procurement irregularities in the health department. According to sources who spoke to The Weekly Vision on strict condition of anonymity, the county paid Ksh. 500,106 to a supplier for the supply of electrical and building materials.
Review of the procurement records revealed that the requisition was issued on 24th August, 2020 while the goods were delivered on 24th June, 2021, ten months from the date of requisition. What is not clear for now is whether the goods delivered served the needs for which they were requisitioned. The source adds that the project file with details of the expenditure has since disappeared from the registry
Further, the quoted prices for a number of the items delivered exceeded the Public Procurement Regulatory Authority (PPRA) Market Price index (MPI) by a cumulative amount of Ksh. 26,914 which would otherwise have been saved. In circumstances, the regularity and occurrence of the expenditure amounting to Ksh. 500,106 could not be confirmed.
Sources further revealed that Ksh.7,400,000 was incurred on basic wages for temporary employees, infact authority from the County Public Service Board to hire casuals was not sought, while the expenditure is classified under other expenses instead of fund administration expenses which reflects a nil balance.
