Uproar As Suna West CDF Chairman Awards Himself Tenders Worth Millions

 Suna West MP Peter Masara is under pressure from some of his constituents to explain under what circumstances the CDF tender committee chairman awarded himself a tender without following procurement laws. According to sources, the CDF committee paid out Ksh. 1,609,775 in respect of sporting activities in the constituency. Scrutiny of payment vouchers revealed that a supplier was awarded the contract to organize the sports tournament within Suna West constituency.

It has since been discovered that the chairman of the tender committee happens to be one of the directors of the firm awarded the contract which is a clear case of conflict of interest in the management of the Fund. Further scrutiny reveals that one of the invoices shows items valued at Ksh. 1,419,596 were supplied via invoice number 262 dated 17th September 2020, the invoice differs from the financial statement figure of Ksh. 1,609,775 which means that there was an unexplained overpayment of Ksh. 190,179.  The MP should explain why the tender committee chairman awarded himself a tender and the overpayment of Ksh. 190,179.

The same tender committee is said to have un-procedurally awarded a tender for a Construction of the Science Laboratory at St. Celestino Nyangubo Secondary School, the contractor was paid Ksh. 2m, the laboratory was yet to be completed as of 14th January 2021.

Sources in the constituency revealed that unsupported bursary disbursements are dished out for secondary and tertiary institutions which had no supporting documents such as the beneficiary’s identity cards, fee statement balances and admission letters all amounting to Ksh. 25.6m
