Further, Ksh. 198,500,261 was allegedly disbursed to 3 universities but they confirmed having received Ksh. 183,339,074 only resulting in an unreconciled and unexplained variance of Ksh. 15,161,187
Barely a month after the State terminated funding for students in private universities the exchequer, details have emerged on how officers from the State Department for University Education and Research colluded with private universities to misappropriate public funds.
Today we reveal reasons why the state through KUCCPS was forced to withdraw funding students in private universities after the state discovered massive fraud between the officers from KUCCPS private universities. The Weekly Vision has also established that Ksh. 22,591,680 was disbursed to 13 universities for the benefit of 404 students, however, analysis of the supporting schedules revealed that these students had been duplicated in the schedules resulting in an overpayment of Ksh. 22,591,680.
Another transfer of Ksh. 136,295,811 was made to private universities to benefit 3,357 students, but the students had already graduated by November 2021. It, therefore, means that the KUCCPS may have disbursed funds for students who had already completed their studies and exited the universities.
Yet another amount totalling Ksh. 376,990,032 was disbursed for the benefit of 8,964 students and yet the students were not active in the period July 2021 to June 2022 as they had not registered to sit for the scheduled exams in their respective Universities.
State Department for University Education and Research Management may have disbursed funds for students who had deferred or quit the universities. Further an amount of Ksh. 337,207,284 was paid for 7,828 students who had been in the Universities for more than four (4) years which is the average period undertaken for most undergraduate programs. The KUCCPS management may have paid tuition fees to non-existent students in private universities, The question is, who benefited from the scandal?
