Implement Raila’s 10-Point Agenda, ODM Tells President Ruto

The Orange Democratic Movement (ODM) has urged President William Ruto’s administration to fast-track the implementation of the 10-point political agenda signed between the two leaders in March. ODM said this would be the most fitting way to honour the late Raila Odinga’s legacy.

ODM Deputy Party Leader Godfrey Osotsi said on TV that the late Odinga had personally championed the agenda. He described it as a blueprint for good governance, justice, and the protection of fundamental freedoms. “Our wish as a party, and Raila kept emphasising this before his death, is that the ideas contained in the 10-point agenda be fully implemented,” Osotsi said. He noted that the late opposition leader was particularly concerned about the abduction of political activists and the compensation of families whose loved ones died or were injured during anti-government protests. “Stopping abductions was very important to him. So was compensating those who suffered while exercising their democratic rights,” he added.

While commending the government for according the fallen leader a state funeral, Osotsi said the truest honour to Odinga’s memory would be to bring his unfinished mission to life. “We appreciate the state funeral you gave Baba, but we would be happier if you implemented the last thing he left for Kenyans,” he remarked.

According to Osotsi, the issue was raised during ODM’s last Central Management Committee meeting, where the party also engaged its counterparts from the United Democratic Alliance (UDA). “We engaged our UDA colleagues, and they agreed that it would be implemented by March 2026,” Osotsi revealed.

The 10-point agenda, jointly signed by President Ruto and Raila Odinga earlier this year, centres on the implementation of the National Dialogue Committee (NADCO) Report, a political pact aimed at healing divisions and promoting unity after years of polarised politics.

The agreement touches on key governance pillars: inclusivity, devolution, accountability, and protection of human rights, all principles long championed by Odinga.

Among the issues highlighted are equitable resource allocation to counties, the fight against corruption, reforms in public finance management, and protection of the right to protest, a cause close to Odinga’s heart.

It also reinforces adherence to constitutional values of integrity and ethical leadership under Chapter Six of the Constitution, and the promotion of equal opportunity as guaranteed by Article 27. The pact further commits to upholding the right to assemble and petition under Article 37, a freedom that Odinga’s movement often fought to defend.

Osotsi said the successful implementation of these commitments would not only advance the reform ideals Odinga stood for but also cement his legacy as a statesman who gave his life to the struggle for democracy, justice, and equality.

“Raila would be happier in heaven if the Kenyan government implemented the 10-point agenda,” Osotsi said. “That would be the true continuation of his dream for a fair, united, and accountable Kenya.”

As the nation continues to mourn the late opposition leader, buried on Sunday after a state funeral attended by global dignitaries, ODM insists that the most meaningful tribute will not come from eulogies or monuments, but from the fulfilment of the promises he spent a lifetime fighting for.
