KeRRA Staff Reject Secret Verification Exercise

Staff members at Kenya Rural Roads Authority (KeRRA) have voiced concerns regarding the ongoing implementation of a certificate verification report that was initiated by former Director-General Eng. Philemon Kandie.

In a letter to The Weekly Vision, the employees allege that the exercise was handled casually and lacked fairness, raising questions about the integrity and transparency of the entire process. The exercise, which reportedly began in 2022, was managed directly by Eng. Kandie and an external consultant, rather than by the Human Resources Department, as outlined in Public Service Commission (PSC) regulations. Some staff report that the consultant was selected without a transparent process and granted full access to personnel files, raising concerns regarding confidentiality and fairness.

The report had remained hidden in the DG’s office for three years and resurfaced only after Kandie exited KeRRA this year, sparking suspicion and resistance. Employees fear the report may have been manipulated to target individuals who had fallen out with the former DG, describing it as an act of victimisation rather than accountability.

KeRRA workers have urged the new Director-General and the PSC to discard the disputed report and initiate a fresh, transparent verification process led by HR, in line with constitutional and labour law provisions. They insist their demand is not to evade scrutiny but to ensure integrity, fairness, and due process prevail in public service.
