Former Kiambu County Governor James Nyoro Spent Ksh.19m On Airtime

County Secretary had in March 2018 set the maximum allowable cost of mobile phones to be bought for eligible officials at Ksh.80, 000.00; however, the aggregate costs of the phones Nyoro’s administration bought exceeded the limit by Ksh. 816,989

Immediate former Kiambu Governor James Nyoro unlawfully spent Ksh.19, 528,653 on the purchase of airtime and data bundles. Mr Nyoro cannot account for the same as there is no documentary evidence including electronic tax register receipts issued by the respective vendors.

It is not clear who were the recipients of the airtime and data bundles worth millions of shillings.  Nyoro’s administration also spent Ksh.1, 696,989 to purchase 11 mobile phones and tablets for senior officials in the County Executive.

To the contrary, the County Secretary had in March 2018 set the maximum allowable cost of mobile phones to be bought for eligible officials at Ksh.80, 000.00; however, the aggregate costs of the phones Nyoro’s administration bought exceeded the limit by Ksh. 816,989. The excess expenditure of Ksh. 816,989 was wasteful and therefore denoted imprudent use of public funds.

Further, allowances totalling Ksh. 58,923,400 were paid to Members of the County Assembly of Kiambu (MCAs) and County Assembly Staff on activities designated as benchmarking trips, retreats, and consultative meetings in Naivasha and Mombasa.

It is not known why the County Executive funded these trips whereas the County Assembly had its budget for such activities.
