Changes Expected At Kenya Institute of Curriculum Development (KICD)

With the pressure mounting on the government to review the much-criticized Competency Based Curriculum, President William Ruto is expected to make sweeping changes at the Kenya Institute of Curriculum Development, a source told The Weekly Vision recently.

The Director/Chief Executive Officer (CEO) Prof. Charles Ochieng’ Ong’ondo is targeted for replacement. He was appointed on September 25th, 2020. KICD is a State Corporation established by the Kenya Institute of Curriculum Development Act of 2013. Its core mandate is to advise the government on matters touching on curriculum development in tertiary and basic education.

Sources say Prof. Ochieng’s appointment was pushed by ODM leader Raila Odinga through the then Education Cabinet Secretary Prof. George Magoha. He landed the lucrative job following the suspension of then acting Chief Executive Officer, Dr Joel Mabonga and six other top managers who were sent on compulsory leave following complaints over alleged corruption cases and human rights violations.

Two other senior positions at KICD marked for a fresh appointment and whose office holders are in acting capacity are those of Senior Deputy Director- Curriculum and Research Services held by Jacqueline Onyango, an ally of former boss Magoha. The Senior Deputy Director-Business Development position where Ms Emilly Sila has been acting has also been marked for a possible appointment of a substantive office holder.

Unlike other state corporations, KICD is run by a Council currently chaired by Prof Elishiba Kimani. Kimani was appointed by President Uhuru Kenyatta through Kenya Gazette Notice No.10599 for three years with effect from the 6th.  October 2021. Her term is therefore expected to expire on the 6th of October 2023 but sources say the president has the power to revoke her appointment and make a fresh appointment. She is also said to have been very close to Prof. Magoha.
