Daniel Jabuya, who was in Lindi Ward in Kibra, was transferred to Mwiki Ward in Kasarani; Charles Wesabula, who was transferred from Laini Saba in Kibra to Zimmerman; Grace Kariuki, who was in Makina Ward, was transferred to Harambee; Kennedy Majala, who was in Mathare North, was transferred to Kahawa West; and Peter Kiarie, who was in Mathare North, was also transferred to Kahawa West
Barely four months after assuming the office of Deputy Governor of Nairobi City County James Njoroge Muchiri has stepped on the foot of very senior officers at city hall. In his recent shuffle of sub-county administrators, our sources claim that the DG arrogated himself powers that he doesn’t have under the constitution in shuffling officers, his move is now being termed a “skewed exercise” meant to settle scores.
Inside sources revealed to The Weekly Vision that the DG, with the help of the Director of Administration in his office, Mr Nguraiya, made the changes without following county procedures. First, the position of Director of Administration in the office of the Deputy Governor is not in the Nairobi City County structures and was just created by the DG specifically for Mr Nguraiya. Before his illegitimate elevation to this non-existent position, he was a sub-county administrator.
To make matters worse, even the CEC in charge of Boroughs, Administration and Personnel Ibrahim Auma Nyangoya, was not involved in the exercise. Sources well-versed in the county administration reveal that the reshuffles ought to have been initiated by the director, Mr Joel Muli, who would then forward the list to the CEC for ratification. The office of the DG has no role to play in the shuffling of sub-county administrators.

It is claimed that some officers who had been in one station for less than two years were moved, while those who had overstayed for over three years were retained.

There is another category of transfers meant to settle scores, which we can’t publish for fear the officers concerned may be victimized. According to sources, Mr Nguraoya is currently working on a list that will reshuffle the 17 sub-county administrators and is expected to be released in February 2023. Panic has gripped the 17 officers as there are rumours that some of them could be transferred to other positions at City Hall and replaced by the DG’s cronies.
