Kiambu – How Former Governor James Nyoro Irregularly Hired Casuals

The immediate former Kiambu County Governor James Nyoro is facing accusations of having hired 2,299 casual workers irregularly. Sources say that some of the hired casuals were secretly used in his campaigns in the run-up to the last general elections.

Mr Nyoro who defended his seat under the Azimio coalition lost to Kimani wa Matangi of Kenya Kwanza. He is also facing accusations of using his influence in the county to incite several MCAs to sabotage his successor, governor Kimani wa Matangi.

Mr Wa Matangi’s administration has tried to look at the hiring procedure applied by Mr Nyoro where casuals were allegedly assigned but such documents are not available.  Further, even details of personal information including Identification Numbers, PINs and approvals by advisory committees are missing.  Sources say Mr Nyoro sectioned the recruitment of the casuals without the involvement of the County Public Service Board.

It has also been discovered that some of the casuals were deployed to work at Thika Level 5 Hospital and were paid Ksh. 27,650,183. Mr Nyoro also authorized an irregular payment of Ksh. 114,037,821 for Domestic Travel and Subsistence Allowances to county staff.

He also paid Ksh.24, 063,830 to staff in form of claims. However, the payments lacked prior approvals and were not subjected to income tax as required under Income Tax Act Cap 470 of the laws of Kenya.
