Revealed: How Raila Odinga’s Parallel Intelligence Network Operates

That Raila Odinga’s intelligence network has at times beaten that of the National Police Service is no longer a secret. The recent revelations that Mr Odinga’s team managed to beat the police intelligence system and held demonstrations in Nairobi, only for police to know about it from newsrooms when demonstrations were already underway is not news to those who know how Mr Odinga operates.

It is against such secret intelligence reports that during the first demonstrations while the police were waiting for him to emerge from his Karen home with plans to block him from leaving only to realise from the media that Mr Odinga was at Serena hotel.

Sources say Raila Odinga together with Eugene Wamalwa, Martha Karu, George Wajakoya and Jeremiah Kiono had sneaked to Serena Hotel in the middle of the night and spent the rest of the night there.  As police were monitoring their mobile phones for locations, they realized that all the phones had been left with their PAs, bodyguards and drivers.

The development complicated matters for the police even further. Sources say Mr Odinga’s team is currently using sophisticated communications gadgets similar to those of the police service, like walkie-talkies. The police are unable to trace the frequencies hence not able to locate them. Experts say walkie-talkies are challenging to track as in the case of GPS devices. However, if someone within the range has their walkie-talkie set to the same frequency and the same privacy code as yours, they could hear and join in your conversation.

Mt Odinga’s security detail uses private code known to them only thereby barring any intruder or hacker to listen in to their conversations.  There have been concerns within government quarters that Mr Odinga’s security team was using walkie-talkies similar to those used by the police perhaps to monitor police communications and thereby able to know where the police are and use such vital information to avoid such areas, but it turned out not to be the case. 

The same game was played out last week when the police only learnt through the media of Mr Odinga’s presence in Kawangware. This team, sources say spent the night at an apartment in Lavington. Many other Azimio meetings have caught the police off-guard.  There is a day when the police could not locate where the Azimio team was for most of the day, only for them to emerge from the Jaramogi Oginga Odinga Foundation offices.  Sources say the leaders were dropped there in the wee hours of the morning by their drivers who then went back to their residences from where the police trapped their phones believed they were home only for them to be spotted leaving the Odinga Foundation offices and on to Mombasa Road heading to Imara Daima.

As police were busy waiting for them at the famous Jacaranda grounds, Raila and his team were receiving overwhelming reception at Imara Daima and Mukuru kwa Njenga slums. Sources further say that one area President William Ruto has failed to act wisely is dismantling Raila Odinga’s connections with people in security agencies of the government. It is being whispered that Raila’s influence and contacts within and without the government remain intact and could be receiving parallel intelligence reports.

The big question, therefore, is what does it mean for Raila Odinga to have infiltrated the police intelligence circles and planted his spies in the top security organs? Your guess could be as good as ours.
