Ruto Demands Accountability from CSs as Performance Contracts Take Center Stage

President William Ruto has directed Cabinet Secretaries to take personal responsibility for achieving the targets outlined in their ministries’ performance contracts. Speaking at State House, Nairobi, during the signing of the 2024/2025 ministerial performance contracts, the President emphasized that there is “no room for excuses or delayed failure,” warning that accountability must cascade through all levels of government.

Ruto announced that at the end of the financial year, each Cabinet Secretary will receive a performance report card detailing their ministry’s achievements. These scorecards, he noted, will not be symbolic but will carry consequences, including rewards for excellence and sanctions for failure, negligence, or misconduct.

“The contracts represent firm commitments to implement the transformative goals of the Bottom-Up Economic Transformation Agenda,” he said, urging the Cabinet to internalize its strategic pillars, which include enhancing food security, driving economic growth through MSMEs, affordable housing, universal healthcare, and the Digital Superhighway.

To ensure seamless implementation, the President directed the National Treasury to release budgetary allocations on time, stressing that delayed funding will not be an excuse for inefficiency. He also announced the forthcoming Public Service Performance Management Bill, which seeks to institutionalize accountability in public service.

Deputy President Kithure Kindiki echoed the President’s sentiments, emphasizing the need for faster, more efficient service delivery, while Prime Cabinet Secretary Musalia Mudavadi called for humility and integrity among government officials.

With a newly established office dedicated to Performance and Delivery Management in the Executive Office of the President, Ruto assured full support in fostering a performance-driven culture to fast-track Kenya’s national transformation agenda.
