The Kenya Revenue Authority (KRA) has suffered a significant setback after the Public Procurement Administrative Review Board (PPARB) nullified the award of a multi-million-shilling security tender to Vickers Security Services. The security company is reportedly linked to a senior cabinet secretary in President William Ruto’s government, who allegedly exerted significant pressure on KRA to award the tender to the company.
The tender, coded KRA/HQS/NCB-002/2024-2025, was for the provision of guarding services, leasing security equipment, and alarm backup services over three years. Following the 26th September 2024 deadline, 12 bidders submitted proposals, with Vickers Security Services emerging as the lowest bidder at Ksh 1.182 billion after a rigorous evaluation.
In a report dated 16th October 2024, KRA’s Evaluation Committee recommended awarding the tender to Vickers, citing their impressive performance history and positive client feedback. This recommendation was endorsed by Acting Deputy Commissioner of Supply Chain Management Benson Kiruja and KRA Commissioner General Humphrey Wattanga. Successful bidders were notified on 2nd December 2024.
However, Hatari Security Guards, represented by Mukele Moni & Company Advocates, filed a request for review on 16th December 2024. They alleged that Vickers Security Services did not meet all mandatory requirements and highlighted irregularities in the award process. KRA defended its decision, arguing that Hatari Security failed to fulfil specific mandatory criteria, including attending a pre-tender site visit.
