Azimio Coalition Set To Form Shadow Cabinet Fully Funded By Exchequer

In the new arrangement, Raila Odinga will be the Shadow Executive Leader with Martha Karua as Deputy. The two will be the shadow President and Shadow Deputy President respectively. They will enjoy privileges like fully funded office, salaries and allowances, staff, security and all the perks enjoyed by the president and Deputy President as will be determined by the National Assembly. Azimio coalition leaders and President William Ruto’s administration have signed a deal in what is now being seen as a ‘Power Deal’ of give and take. The deal was brokered to help end the weekly demonstrations with sources divulging to The Weekly Vision how president Ruto agreed to incorporate some of the opposition leaders.

The arrangement will be a power-sharing deal where the opposition will remain to play the oversight role through well-structured offices. Impeachable sources divulged that those who brokered the deal are still fine-tuning how ODM leader Raila Odinga and his team will form a well-structured Shadow Cabinet which will be entrenched in the constitution through an act of parliament, they will enjoy all the benefits, same as the current executive.

We have gathered that Raila Odinga rejected a power-sharing deal as Prime Minister but has proposed a strong shadow executive. In the proposal, the constitution will be amended either through a referendum or parliamentary constitutional amendments to create various positions to accommodate the Azimio team.

In the proposal, Azimio will appoint a Shadow Chief Cabinet Secretary who in this case will be Kalonzo Musyoka. His office will also enjoy the perks as will be determined by parliament.  Further, in an effort to oversight Cabinet Secretaries, Azimio will appoint Shadow Cabinet Secretaries, Attorney General and Secretary to the shadow cabinet. Azimio will also need to appoint Shadow Principal Secretaries to oversight Ruto’s PSs. It is also proposed that Azimio will also appoint 50 shadow Chief Administrative Secretaries to oversight Ruto’s 50 CAS. In this arrangement, though in opposition, Azimio will be a fully flagged shadow government that will try to see checks and balances.

Although this arrangement will come at an additional cost, sources say it is the only way to ensure there is peace and development in the country. What has been dismissed by Raila Odinga is a power-sharing deal between him and William Ruto as the two cannot work together. It is being whispered that although the president is not opposed to any power-sharing deal with Raila Odinga as Prime Minister, sources say Odinga is not ready to serve as PM under Ruto hence a call for a well-structured and funded shadow government.
