A deputy director with the Nairobi City County government Joyce Bosibori Somoni will finally face serious assault charges in court after she was finally bonded; she is set to appear in court next week. The official presented herself to the police at Gigiri Police Station on Tuesday, March 7, 2023, accompanied by her advocate after being summoned by officers.
She was bonded to appear before Kibera Law Courts on March 15, 2023, to answer charges of allegedly assaulting her stepdaughter who suffers from autistic disorder. The case involves a 28-year-old girl who suffers from Autism Spectrum Disorder (ASD), thus a person living with a disability. She was reportedly assaulted twice last December by her stepmother, sustaining injuries in the neck.

Last month, The Office of the Director of Prosecutions (DPP) recommended that the suspect be arraigned before the court and charged with the offence immediately. However, the suspect has allegedly been enjoying police protection from police officers based at the Nairobi regional police headquarters acting in cahoots with a State Counsel who have been shielding her from the investigation officers.
Last week, sources in the family complained to The Weekly Vision that some senior officers at the Nairobi regional police headquarters and a State Counsel in the ODPP were protecting the county official from being arraigned for the alleged offence. They claimed police officers and a State Counsel in the ODPP were frustrating the investigation officer from arraigning the suspect.
A medical report confirmed the assault. The victim’s mother died some years back and the father married another wife, who has now turned out to be the girls’ tormentor. The matter was reported to Gigiri Police Station where an investigation was carried out and the file was forwarded to the DPP for perusal and further direction.
On February 17, 2023, the Director of Public Prosecutions wrote to Gigiri Police Station directing the investigation officer to arraign the suspect. “Kindly proceed and have the suspect arraigned before court for plea taking and further forward the file to our ODPP offices for plea-registration”, reads the letter in part.
The DPP’s recommendation further says that: “having gone through the police file and the evidence presented by way of witness statements, medical examination report and the statement of the investigating officer, we find that the evidence as presented satisfies the threshold required to be admitted for approval”.
The suspect is also said to be going through a strained relationship with her husband and she has reportedly moved out of their matrimonial home in Nairobi’s Runda Estate. The woman also faces separate accusations of making a false report to the police that her husband had threatened to kill her together with their children. The husband who sought anonymity said the estranged wife made a false distress call to police headquarters on the night of January 9, 2023, claiming he had threatened to kill her but detectives found no evidence when detectives visited the home. He pointed out that he made a report to the police but the estranged wife was yet to be charged for giving false information to the police.
