Bungoma governor Ken Lusaka has spoken tough about his administration officers as new CEC for gender, culture, youths and sports and three Chief Officers resume office. Lusaka’s utterances come soon after a new case of graft emerged at Kenya Medical Supplies Authority (KEMSA) that has seen senior officers suspended by the president.
Speaking at the County Headquarters on Thursday during the swearing-in ceremony, Governor Lusaka said that the officers have taken up new roles and should discharge their duties in line with the Constitution of Kenya and in line with his agenda of transforming Bungoma. “It is with great joy that I join you today in celebrating this auspicious occasion, as we witness the official swearing in of this incoming team of a County Executive Committee Member and three chief officers,” Lusaka said.
Lusaka said that the new team is joining the government at a time when the Kenya Kwanza government is winding up a financial year adding that he has made tremendous progress in a short time despite the many challenges. “I expect you to acquaint yourselves with your respective departments in the shortest time possible,” The County boss added. Lusaka noted that currently, the Country is going through a tough economic period that is being felt nationwide. The Ford Kenya governor stated that the Department of Education is going through a lot of reforms adding that the County committee report on the task force will be ready in a short time.
“The new Chief Officer will be in a position to oversee the implementation of the recommendations so that we don’t give room for recurrence of problems that faced key programs like the Bursary and Scholarship scheme,” he said. “I have picked people who have a clean track record, people who have served this Country to help me deliver my promises I pledged during campaigns,” he said. Lusaka called on the cooperative department to ensure that all inactive cooperatives across the county, affirming that in a few weeks to come he (Lusaka) will launch the Fuga Kuku program in the entire County.
He, however, called on his offices to be consultative and inclusive in carrying out their duties. Also present was Bungoma deputy governor Jenipher Mbatiany who asked the county officers to support Governor Lusaka’s government. “We are now making and placing the house in order, it is a humble request to our officers that they execute their roles diligently,” Mbatiany said. On his part, Mukuyuni MCA Meshack Museveni sounded a warning to the County Executives that the Assembly is on the radar to offer a firm oversight of ensuring that everything is in order. “The assembly will not know that you have been sworn in today, immediately we resume the assembly seating. We shall summon some of you to appear before the assembly to respond to some crucial questions,” Museveni said.
Bungoma Administrators To Undergo Paramilitary Training
The governor also said that all Village, Ward and Sub-county administrators will undergo paramilitary training saying that it is one of the requirements of the officers of the government. He spoke at Mabanga ATC on Thursday, noting that in the next financial year, his government will take National Youth Service (NYS) training for all village, ward and sub-county administrators purposely to equip them with skills. “These skills will help the administrators during crisis time and are trained on how to handle locals,” he said.
The County boss noted that his administration is also planning to establish a scheme of service for all the village, ward and sub-county administrators adding that some are still serving in one position for a very long time. He revealed that his government is planning to run an internal advert with the aim of employing the Sub-County administrators who have been in the acting capacity for a long time.
“Taking an outsider to come and take up the position is very demoralizing that is why I want those who are in the acting capacity elevated and confirmed,” he said. In addition, Lusaka also called on the administrators to work with the government of the day saying that some of the administrators are still supporting the previous regime. “I competed with governor Wangamati and defeated him, therefore there is no way people working in my government will still support and talk of the previous, you neither work with me or not,” Lusaka warned. Lusaka said that his administration is organizing an induction for the administrators so that they can vast with their roles. “The Sub- County administrators were trained a long time ago, we want to organize an induction that will see everybody know his role for the service delivery,” he said.
