Mzee Mwinyi Discovers Massive Corruption At Coast Development Authority

Just a month into office as board chairman of the corruption-ridden Coast Development Authority, Mzee Mwinyi Mzee has unearthed what sources say are massive cases of corruption and the mismanagement that was overseen by his predecessor Omar Boga. President William Ruto revoked the appointment of Mr Omar Boga as chairman through a gazette notice.  The new board members have embarked on cleaning up excise at the agency with sources saying more heads could roll in the coming days and those found culpable arraigned in court.

The Mzee Mwinyi-led board discovered that the former board members approved payments of Ksh. 525,658,579 for the construction of a two-roomed semi-permanent structure, toilet block and water well all constructed on a parcel of land measuring 20.26 acres whose ownership is still in question with sources saying that it is still in the name of a private individual. The former management failed to carry out due diligence before approving developments on the said land. Under the circumstances, the accuracy, ownership and carrying values of the property, plant and pieces of equipment, valued at Ksh. 525,658,579 cannot be established; the new board has now embarked on investigating the matter.

Also under investigation is the ownership of 6 parcels of land located in Kilifi and Garissa Counties. Preliminary investigations reveal that the Authority only holds sale agreements as proof of ownership of the said parcels of land but not the title deeds. It is suspected the sale was fraudulently carried out.

Sources said investigations will be carried out to ascertain the true purchase price for the piece of land which was bought at Ksh. 9.8m as per the sale agreement documents.  Documents further reveal that the Authority paid Ksh.4, 600,500 leaving an outstanding balance of Ksh. 5,199,500. It has since been discovered that the total purchase price of Ksh. 9.8m had already been paid but the land was unscrupulously sold by an informal settler to a private investor.

It has also been discovered that the former Chairman of the Authority Kazungu Kambi having been appointed as Commissioner to the National Land Commission and sworn in on 15th November 2019 continued attending the Authority’s Board meetings and withdrawing allowances.
