Why Governor Sakaja Demoted Mama Lucy Medical Superintendent Dr Emma Motio

Barely a week after Nairobi Governor Johnson Sakaja disbanded the entire board of Mama Lucy Hospital; details have emerged on how the facility’s Medical Superintendent Dr Emma Motio allegedly colluded with close allies to milk the facility dry. In the new arrangement by Governor Sakaja, Dr Mutio has been demoted and transferred to Pumwani Hospital as a specialist which is a direct demotion. Dr Motio was appointed as Mama Lucy’s CEO by the defunct Nairobi Metropolitan Services (NMS) and was involved in various scandals including the alleged theft of newborn babies.

Her transfer from Mbagathi Hospital was through a deal brokered by her close allies who are said to have reached out to the then Director General Badi. Her arrival at Mama Lucy was not welcome by the staff who had known her for years. Although there were attempts to block her transfer, the power of money prevailed.

According to the staff at Mama Lucy Hospital who spoke to us on strict condition of anonymity, they claim Dr Mutio is not a team player; she was more concerned with making money rather than performing her duties. Various investigative reports had painted her as a corrupt officer whose behind-the-scenes activities led to the near collapse of the once prestigious Mama Lucy Hospital. 

Findings by independent investigators reveal that revenue collected by the Hospital during her tenure was Ksh. 111, 376,968 however, only Ksh. 104,647,354 were banked. She failed to account for Ksh. 6,729,614.

Further, according to the report, wages for casual employees totalled Ksh. 49,100,736. The wages were paid to 101 casuals at Ksh. 16,484,266, 57 locum nurses at Ksh.16, 482,000, 8 clinicians at Ksh. 4,818,300, 7 anaesthetists at Ksh. 2,662,470, 15 officers for Covid-19 mitigation at Ksh. 709,500 and various other medical officers at Ksh. 7,944,200. However, requisitions from the user departments and approvals for the hire of the staff have never been availed by Dr Motio as s a result, the regularity of the recruitment, and suitability for the jobs assigned to staff cannot be confirmed.
